If you download and run LeoPicture on you computer and on the tab "Help" have the meaningful message about RegistrationID that means that Compact .NET Framework is already installed on your machine and all you need is to buy a password register LeoPicture to activate all its features.
If when first run, a LeoPicture message about missing some .dll files will appear it probably means that you need to install Compact .NET Framework 1.1.

For general users there is a recommendation to do it via Windows Update.
Other option is to download and install Microsoft .NET Framework Version 1.1 Redistributable Package. It's free. We did it successfully for Win98 and everything worked OK. This is not a formal recommendation anyway.
