There was planning to build a dam for protection of Leningrad (now Saint Petersburg) in 1980 th to protect city from catastrophic flood. The concern was that slow water flow in shallow Finland Bay near the city would be infested by algae and essentially became swamp like completely spoiling summer water sports at the beaches of Karelian Isthmus. Concerns were overblown. Peoples are attending beaches even if the water became dirty green and smelly at hot summer day. People do not have other places to go.
